Are you sure this wasn't from the Southend News Network, The Daily Mash
or the Huffington Post?

iIt's always bad to hear of a traffic death and the man''s family must
be distraught, but there's really no excuse for this. One is obliged -
irrespective of the type of vehicle you control - to accord precedence
to a pedestrian already crossing a road into which one turns. Colliding
with such a pedestrian should be out of the question. Same as on a
pedestrian crossing when the lights are red.
