This is to pay for maintenance on the bridge. But they have NOT been maintaining even the Golden Gate. Why? (e) Notwithstanding any other provision of law, the commission shall adopt fund estimates consistent with subdivision (b) and Section 188.6 and provide flexibility so that state funds can be made available to match federal funds made available to regional transportation planning agencies.

Learn civics. The legislature appropriates and the executive spends, in this case, via Caltrans or the freshly-minted Toll Bridge Program Oversight Committee. There were no contracts between "the legislature" and the contractors who did the work. See post above with all the cites, including the appropriations bill.

NO budget submitted to the legislature is EVER signed off on as you imply. This budget process takes months and EVERY line must be accounted for and the revenue sources to pay for it included in these sorts of projects.

Governor Brown has claimed consistently that this state has NO debts. And yet ALL of the bridges are presently going without the maintenance necessary to make the payments on the Bay Bridge span. Governor Brown has ALSO accepted liabilities for California Care, Low income housing and guaranteed home loans to illegal aliens that will NEVER be paid off.

Then they dance around it by using the trick of saying that these are all accounted for by the payments and the bridge tolls.

The Bay Bridge span was replaced BECAUSE it had a possibility of collapse in case of an earthquake. Because of the substandard steel using everywhere in the new span several engineering reports have said it likely the new span would collapse in the same size earthquake.

NO budget submitted to the legislature is EVER signed off on as you imply.. This budget process takes months and EVERY line must be accounted for and the revenue sources to pay for it included in these sorts of projects.

Funding for the bridge was not part of the ordinary budget cycle. The bill identified funding sources and authorized the issuance of bonds, among other things.

Governor Brown has claimed consistently that this state has NO debts. And yet ALL of the bridges are presently going without the maintenance necessary to make the payments on the Bay Bridge span. Governor Brown has ALSO accepted liabilities for California Care, Low income housing and guaranteed home loans to illegal aliens that will NEVER be paid off.

Then they dance around it by using the trick of saying that these are all accounted for by the payments and the bridge tolls.

Well, the funding for the span was specified in the bill which includes the issuance of toll revenue bonds, meaning bonds paid off with tolls, but that was only one funding source. The state incurred additional debt in one way or another.
