Default The So Called Statute of Limitations

Statutes of Limitations are often tolled during any period in which the perp
willfully absents himself from the jurisdiction. Also, many statutes don't
begin to run until the bad act is discovered. If the UCI takes a legalistic
approach to this, some riders will be safe. I hope the UCI/WADA does away
with the 8 year period in the face of the willful wall of silence that has
enveloped the sport of pro cycling.
