Default Reducing Congestion

Everyone agrees England's road are overcrowded.
Since we clearly can't road build our way out of this I suggest we limit the number of motor vehicles.
If we fix the number of driving licences as of today and anyone who wants a new licence must join the queue and wait until someone dies or gets banned or surrenders their licence through old age.
That way drunk drivers or habitual speeders may think twice before they endanger primary road users.

How will pricking motorists help?
