Spitting in the face of a child - how classy.

Were the windscreen wipers on the car working, or had he perhaps driven
the equivalent of a continent's width with the vehicle in an
unroadworthy and dangerous condition?

What would be the point in complying with the C&U Regs on screen-washers
if the vehicle's windscreen wipers weren't working?
