And that adoptive Act, I can assure you, is still in force in the City
of Liverpool.

Skimming through pages and pages of waffle, I saw something about causing obstructions in streets. Is that what you're getting at? In which case anyone cycling (or driving) slower than everyone else is an obstruction and breaking the law. Pity they're not, then I could actually drive around without waiting behind slow folk all the time.
