Default Vintage Trek Restoration Q: Decals

I am upgrading my 1986 Trek 400D and looking at restoration as needed.
One problem I have is a plastic chainstay covers a decal and it has
bubbles and is peeling. My concern is if I pulled it off, would it take
the decal off? I would like to take off the plastic protector without
damaging the decal. Any advise would be appreciated.
