rim bulges around eyelets... is the rim toast?

Let me describe the bulges in a bit more detail...

I would say they are about the size of a dime (or a bit smaller,
ranging from 65-95% of a dimes diameter).

When I run my finger along the angeled part of the rim (the surface
between where the spoke holes are and the breaking surface) I can feel
the bulges. Also I can see a kind of grainy-ness to the aluminium on
the bulges.

There are no cracks running out from the eyelets.

Standard units of measurement would be useful to those uninitiated with the
size of a dime. The bulges are most probably deformation caused by the rims
ability to conform to the nipple/eyelet. The spokes were probably
overtensioned but no damage was made to the rim.
