Default Cavendish bump

Could have been inadvertent, but Cavendish looked like he threw a shoulder from frustration when Degenkolb boxed him out a little bit.

It was ruled the other rider's (the one who fell) fault. Sure doesn't
look that way on TV, though.

He was floating into Cavendish's path approaching a corner.

I watched it again in slow mo:
Veelers looked back, saw Cavendish, and slowed his place, costing Cavendish at least one bike length to Kittel in the last couple of hundred meters. Cavendish went to his Veeler's right and Veelers moved off his line at least one foot toward Cavendish's lane. It looked like Cavendish expected to bump shoulders, but did not expect to unseat Veelers. No penalty was the correct call.

Cavendish lost because he couldn't get the wheel of Kittel or Greipel, in part because Steegmans wasn't up to the task as a lead-out. Cavendish is not going to win on the wheel of riders like Veelers.
