Was it being ridden down hill? That looks like a pretty large chainring.

Note the clever dual-purpose helmet, stand combination.

Is it possible the stump has been hollowed out to lighten the bike and
provide storage space?

But a smaller than normal rear wheel. So to get the same gearing you
can use a larger chainring.

Default Recumbent Bicycle made from a Tree Trunk Pic

I think that looks like a Flywheel that belongs between an engine and
a transmission used as a chainring. That would make for a very fast
descent, either on the road or off the nearest cliff. Maybe
motorcycle equipment should be used with this wicked looking
contraption.

Except people do not come off SWB recumbents during a crash [1] in a way
that puts them near the chain ring, unless the circumstances were VERY
unusual. By this logic, upright bicycles are too dangerous, since the
rider can go over the bars and land on his/her head.

I do not think a bicycle chainring can slice a person bottom wide
open. It is not rotating at all, and it is not sharp.
