Non-tech. Why bicycling is so popular in \london, England?

Perhaps the very high cost of parking is the driving factor as to why there are so many bicyclists in London, England despite any real or perceived dangers?

It seems pretty clear that cycling is much more popular where there are strong disincentives to driving. Parking costs are one such disincentive. There are many others in effect in places like northern European cities.

Of course, in the U.S. as a whole, people expect to park for free, either in parking lots or on public rights of way. Everybody pays taxes so the government can acquire the area included in the right of way. But not only adjacent residents, but every motorist, feels offended if they can't use that publicly owned space for storage of their private vehicle.
