Default Mysterious braze-on around rear brake mount?

Okay, this should be an easy one for you experienced cyclists.

But what IS this thing? I'm sure it must serve some purpose, but I'll
be damned if I know what it is.

Thanks for any help. The bike is a hardtail Gary Fisher Marlin, in case
that matters and this is on the left seat stay tube (I think that's what
you call it).

Just curious...

Has the frame a mount for a disk brak. I guess they are for ziptie the
cable for the disk brake caliper.

It certainly looks like, my disk equipped bike has mounts in just the
same places for the brake cable.
