In what way does that description paint a picture of a "sober" (meaning
sedate, careful, considerate and law-abiding) cyclist?

There is absolutely no necessary connection between the one thing and
the other.

Just imagine what conclusions some (perhaps including "the 42-year-old")
would draw from a description of a driver as having spent seven years as
an instructor and volunteer leader in car rallies.
