No matter how bad his behaviour or lack of competence for driving or
riding a motor vehicle, he is fully qualified for pedalling a bike -
isn't he?

A straightforward "Yes" or "No" is all that is required as a response
(with an attempt at explanation if you try it on by answering "No").

bother about.

Neither of you think that driver = good, cyclist = bad, so it doesn't

It's a straightforward truth. And I will remind you of it whenever one
of the usual suspects tries blames a (non-qualified and therefiore
non-existent) driver for the actions of a fully-qualified cyclist in
mishandling a vehicle he/she is not qualified to drive or ride. Where
the person in charge of the vehicle *is* a driver, it won't apply or be
applied.

Could one say fairer than that?
