Shimano R700 10s Compact Crankset

Will a Shimano R700 10 speed compact crankset work with a Ultegra 6500
9 speed drive train and shifters?

Yes, although I recommend a 10spd chain.

Having tried this myself, I know for a fact the (9spd) chain will rub
noisily against the inside rear of the large chainring when it is on the
small chainring and the smaller cogs on the rear cluster (due to the
closer spacing between chainrings). 10spd chain did not have this issue
and will work just fine on the 9spd rear cluster.

I have two bikes with the same setup: DA7700 9sp shifters, R700 crank,
DA7700 FD, and 11-28 9sp SRAM rear. One bike has a Connex 9sp chain,
the other a SRAM 9sp. There is slight rub, if any, once adjusted properly on
big-big. If you're on the small ring in front and starting to rub on the big
ring because you're in a small rear gear, you should have shifted a gear or
two ago to the big ring anyway. But I can see how a 10 sp chain would work
fine and perhaps marginally better.
