Sounds to me like they made up the "kidnapping" part to make it sound more sensational. I'm not disputing the assault, molesting, touching, maybe rape part. Just the nonsensical kidnapping label. How would you kidnap someone on a bicycle? Unless its a tandem bike and they cooperate by helping to pedal. Are you going to push the bike with one hand while you control the kidnapped person with the other hand?

Good point.

Given the images of his two 'found in a dumpster' bicycles,
the bike itself has no value but one wonders about a
successful getaway with or without one.

Still and all, kidnapped children are a growing plague and
although Mr Cyclist seems to be a feckless idiot, the larger
problem is all too real[1]:

Perhaps that's why the enhanced charges.

[1]There have been quite a few similar raids this year which
ought to chill one's spine. In this case, the enslaved
children were ages 3 to 17. A local Georgia television
station video showed (no faces) several black girls who
looked 13 or 14 years old. An FBI agent on the radio last
week said your average kidnapped preteen girl represents
$200,000 in annual revenue. Ouch.

Reading the article it appears that when he grabbed the girl he was on
foot but after the girl was "rescued" he fled on a bicycle.
