Default Axle slipping when tightening track hub axle nut

Thanks for all the suggestions.
The hubs are cup and cone rather than cartridge; I've taken them apart
and oiled the axle where the cones/lockrings/axle nuts sit (it was dry
under the cones/l-rings), and re-oiled the captive washer on the
tracknuts. So far, so good - have tried the hubs on the older steel
frame and no axle movement - will test with the newer frame w/
stainless inserts shortly.
