Well, I do have a Suntour arx derailer with a third jockey wheel, but
it's not especially old,

It has a TA steel 3 arm crank, Universal sidepulls, beautiful and
amooth Campag steel center, hubs, Fiamme rims, a arm on the der, front
der. ...really cool.

Is it a ball bearing roller in the Simplex?

Your Simplex Mini-Prestige likely came from a three or four
speed freewheel Peugeot folder or a similar bike.

You have the cycle brand correct, but not the model or freewheel size;
5-speed on a 24" racer.

It's the spider. Three-arm used to be pretty common.

Yes with a chain actuation going into the center part of the pivlt..5s
freewheel on Campagnolo steel center section hubs...
