The motorist was not too happy and the not so brave, compo cam cyclist

He had obviously mistaken the driver for a woman or child.

I am not supportive in the slightest of littering (quite the opposite). However, the idea of a cyclist lecturing others on the law is too laughable for words and the idea that he could not see that for himself is doubly risible.
