Not meaning to be sarcastic, but as you live in London you are
spoiled for choice regarding bike shops.
Really - just go in and ask for some advice, pick up the bikes.
Off the top of my head:

Any Evans branch
Cycle Surgery branches
Condor in Grays Inn Road
Decathlon in Surrey Quays or Romford
Many, many more.

Even better - go to the LCC website
http://www.lcc.org
They have free guides on buying bikes.
Get a London Transport free bike map of your area.
These have all the bike shops marked on them - visit your nearest decent
bike shop.

For a road bike (racer) frame measured in the conventional way (centre to
top), probably 62+ cm, although maybe you could get away with a 59 cm with
a bit of luck and depending on leg length. But I agree with the advice
about using the services of a bike shop.

Visit Shorter Rochford in north Finchley if you happen to be in/near that
area.

Basic/old style mountain bike: 23" (centre of bottom bracket to top of
frame's seat tube).
