Gitane) is a standard Campagnolo track (Pista) crank and chainring.

well, I did look at some sites for single speed cranks in online bike
stores and was not able to find one with two concentric rings. Perhaps,
I should visit the campy site.

I can only see one standard Campy Pista chainring. Here's a picture of
a bunch, from Andy's Yellow jersey site:

Perhaps you're confused by the inner and outer arcs of the chainring.
