How do you know it is not the same 25 percent of homes which do not have
any cycles or do any cycling?

Assuming you had one, and assuming that you know what it is/was (not a
safe assumption, I accept), what is your point?

Vehicle Excise Duty : About 225,000 results

Road Tax: about 6,940,000 results


Most odd.

(I guess the 225,000 were cyclists and the 7 million were not)

Williams also changed "road tax renewal form" by substituting "V11 Form".

No, I too don't know why a sane person would do that. It suggests more
than a small measure of OCD on his part.
