Shimano 3 speed shifter on a 24 speed bike

Default Shimano 3 speed shifter on a 24 speed bike

I have a shimano 3 speed thumb shifter on a 24 speed bike.

Recently I cannot get the shifter to shift into position 3. I can
switch between 1 and 2 just fine.

I tried working the adjustments, but I can only get it to shift between
high and middle, or middle and low. Regardless of what I do, I cannot
seem to get the shifter to show position 3.

Question: Is this an adjustment problem? Or, did my thumb shifter
break?

Is this a simple lever or a rapidfire type? It sounds like it might be a
damaged clutch for that 2nd shift.

Sounds like a problem my sister-in-law had with her STX front shifter.
It will only shift onto the big ring if the lever is pressed slightly
down while pushing it back in its normal stroke.

Due to Shimano's non-repairable design, there's not much to do but
replace the pod, unfortunately.

Luckily, nearly all flat-bar left shifters are for 3 rings, and lots of
shops and online resellers can get just a front shifter, I'd try Harris:

You say that the shifter won't show position three; this tells me that
you've got one of the two-trigger rapidfire types of shifter. If
that's the case, then I'd expect the problem to be in the shifter
itself, although there's a possibility that it's a fraying cable right
at the shifter. Try lubricating the shifter with a very light oil
before you do anything else. If not lubricated periodically, many of
these get stiff and uncooperative when the weather gets cold.
