Default Traffic Cops

I was just watching Traffic Cops on TV.
Why did the Traffic Cops only stop motor vehicles rather than pedal cycles?
We have been told many times on this group that only cyclists break the law.

Cars are driven by serial law breakers - bicycles are not.

Motorists only break the law because cyclists force them to do so. If a UK motorist is breaking the speed limit it is because he was forced to swerve to avoid an unlit cyclist in Tierra del Fuego.

How fascinating. Do you have a link to where that has been stated in this
group?
