Default When 26 isn't 26

Paid for two folding tires size 26. Well I got home tried to install
them when I got home. No way to big to fit the rim. Box and tire
stamped 26. So I pulled out my tape and they read 27 in. Next morning
I went to return or exchange them. Got the exchange set home and they
fit. What is it poor QC or QA.
