There is a simple way to keep the old spoke protector in place and keep
it from rubbing or rattling, even if the plastic tabs are broken off.

Click Diagnosis

I isolated some clicking to the shifter cable housings impacting each
other under the handlebar stem. The housings were long enough to
touch. Used a thick tie wrap to separate them.
