Default What are the wire hoops in these wheels for?

I haven't been able to find any other wheels with those odd hoops, but
I'd love to know what the idea is behind them.

A bizarre scheme to strengthen wheels?

Long-lost aerodynamic theory?

Tying and soldering gone mad?

Proof that tandem riders are insane?

Given that they intersect spoke crossings, this seems like the most
probable explanation.

Proof that tandem riders are insane?


And/or proof that fashion overruled function in earlier days at least
as much as it does today. How else does one explain 36-spoke wheels
composed of nine tightly-spaced 4-spoke groups on an overweight
aero--appearing-profile rim?

A ~1909 example of those odd wire hoops inside the spokes:
