But here's a start - let's assume that the powers that be are actually
doing
their jobs and taking it serious inless we have some sort of counter
evidence.

Hey I'm getting to be less cynical about them. They are definitely better
than
the last bunch. I still have no idea how Fraysee beat Miller in the last
election. Combined with some other things, especially the junior stuff I'm
seeing us here headed back to business as it used to be. Same people, same
crap.

They were shipping cow manure in sailing ships from some ports that had a
lot of cattle to ports that had a lot of farms. Ships were disappearing
pretty regularly and so they started investigating. IT turned out that
sailing ships worked a lot in the seaway and so leaked quite a bit. The sea
water would mix with the cow manure and the holds would begin generating a
lot of methane gas. Some sailor woulf go below carrying a lantern and BOOM!
the deck would blow off of the ship, the masts would fall over smashing in
the hull and the whole thing would disappear in perfect weather.

The way they solved the problem was that they would load the manure into
barrels and mark the barrels "Ship High In Transit" in order to keep the
dangerous cargo above the bilge water. Since that was too long to put on a
barrel they abbreviated it, ****.

You see, not everything is as it appears.
