What are the wire hoops in these wheels for?

I haven't been able to find any other wheels with those odd hoops, but I'd love to know what the idea is behind them. A bizarre scheme to strengthen wheels? Long-lost aerodynamic theory? Tying and soldering gone mad? Proof that tandem riders are insane? Cheers, Carl Fogel |
