he says this :

“I want an American team, with American riders, developed from a very
young age and moulded into professionals. An American Pro-Tour team.”

but if you look at the core of the roster, or even the starters for
the tour you can see it's built around established protour riders who
were signed this season.

Garmin Chipotle - H30

Magnus Backstedt (Swe)
Julian Dean (NZl)
William Frischkorn (USA)
Ryder Hesjedal (Can)
Trent Lowe (Aus)
Martyn Maaskant (Ned)
David Millar (GBr)
Danny Pate (USA)
Christian Vande Velde (USA)

Of course no one would suggest that because he has those specific riders
that he received an invitation to the Tour de France. And if he hadn't those
riders he wouldn't have gotten the invitation.

But you're free to pretend otherwise.

dumbass,

that's not my point (but you're free to pretend otherwise).

my point is the team he's sending to the tour isn't composed solely
(or even mainly) of young talents with clean slate minds that
slipstream developed into tdf quality riders.

slipstream contracted veteran tdf riders, which is something any
organization with the means can do.

Right you are

He got the best of the available talent that his purse would allow.

Exactly the same as anyone else would do.
