I'm thinking it's an odd translation of Merckx using an obscure expression to say that LANCE hardly ever races ("If I cherry-picked my races like him" etc.). The Spanish expression "con cuentagotas" translates quite literally to
(medicine) dropper. It is used to refer to anything that is done seldom and in a calculated or in an overly-managed way. Maybe the translation originates in some Spanish source?
