Who knows. But EPO does more in the body than to stimulate the
production of red cells. It responds to anoxia. A lesser known effect
is angiogenesis. In cyclists terms, capilliarization.

I would think a Pro would have done enough riding over the years to
have developed the capillary beds of their thighs to the fullest.
Maybe not.
